Health care

Health care is a complex system that includes political, economical, legal, social, cultural, scientific, medical, sanitary-hygienic and anti-epidemic measures aimed at preservation and improvement of physical and mental health of every person, as well as providing medical assistance in case of loss of health. In order to perform these functions each country establishes special health institutions designed to guarantee preservation of life and health of every citizen irrespective of his or her background, social standing, welfare, and so on. Such institutions in different countries may have different principles of operation: in some countries health care systems are free for everyone and are funded by the government at the expense of taxes paid by the citizen (such systems are especially characteristic for socialist-oriented countries like China). In other countries health care systems are based on an entirely commercial principle - citizen are supposed to buy insurance policies that guarantee medical assistance in case of loss of health. But this of course doesn't mean that those who are unable to buy such policies are destined to die in case of health problems – there are hospitals where people can get free medical treatment, but they are generally less effective than the paid ones. Irrespective of the type of payment any hospital in any country doesn't have the right to deny medical assistance if a patient requires it immediately and if there is no time for taking him to another hospital.
